However, I have made the baseboards to the correct real-life size. When I export the dxf from Templot, under scaling it only allows 100% and when I put it into Sketcup it is miles bigger than the scale size and also bigger than 1:1 scale! Is there a way to change this before exporting it? If not, even when I select all and try to scale it, Sketchup tries to treat it as a 2d shape (I exported as 3D solid) and only lets me move the width/length. So I end up with a track layout that is the correct length/width for the baseboards but the rails are still about 2' high! ...

But if you are looking for a more conventional CAD for use with Templot's DXF exports, a very powerful 2D/3D CAD package which is entirely free* is: ProgeCAD 2008 SMART (Proge is in Italy) It's based on the IntelliCad engine and uses AutoCad DWG/DXF as its native file format, so loading DXF exports from Templot is simple. Bearing in mind the cost of other full-featured CAD packages, this entirely free version is excellent and much more powerful than the other free and low-cost CAD programs available. There are some nag screens about upgrading to the Professional version when you first select several functions, but they all have "don't show this again" buttons -- so you are soon rid of them. *Free for personal/ non-commercial use only. I spent several hours going round my New Street templates constructed to date (some 300+), and added the platforms where applicable. I did this exercise initially to check the DXF export function, with the idea, which I think I've mentioned before, to be able to load the DXF files into Autocad and then redraw the station platforms and buildings around the rails of the templates, that way I get exactly an accurate drawing of the layout and can add items as required.
