Your original photo shows a lighter style with only single bolts through spacers or chocks. I would suspect there are at lest two rivets out of sight clamping the webs where they run along side each other. Martin's 119-1977 photo shows a fairly common lap joint also shown in the attached NSWGR 1922 drawing. I hope this is of use.
