This may only apply to construction on 'O', and maybe flat-bottom only, but the Peco chairs grip the rail ferociously well. So, using a long length of rail to get the slight curve, I fixed the chairs, removed the rail, and then filed as appropriate to get the vee. A blob of Araldite holds the join nicely.
