... , Sounds like your PC is starting up IE before it has an internet connection, hence the error message. I have come across the problem with the IE window being larger than screen size. Think you can get round it by closing with Task Manager still and then changing your desktop display properties to a higher resolution.This should make the IE window smaller. You can then reduce it's "Full Size" by dragging a corner in. Hope I'm right with this, it's been a while since I encountered the same thing.
