It has confirmed my own tests -- Windows 7 uses the same arbitrary #D7E3F1 solid colour for all child window borders regardless of any other themes or colour settings. Which is a bit surprising after all the blather about the Aero interface and transparency effects. However, it means that I have been able to tighten up the dialogs a little to save screen space and reduce the ugly wide borders. See below ...
