Unfortunately I don't have Visio, so it's all rather baffling to me. Your signal box is 18ft wide on the prototype. The image file which you supplied is 272 pixels wide. Therefore you are working to a scale of 272/ 18= 15.1 pixels per foot. How you arrive at that in Visio is up to you, but the results are excellent so please carry on.
