This will melt just enough plastic off the top of the chair jaws to clear the wheels. Surprisingly, after painting this is barely noticeable -- visitors who have seen this railway have never noticed it. The wheel flanges bumped along the chair tops with a loud clicking noise. The fix above cured it completely.
