I include a box file with starting templates to make following along a bit easier.
But I found that if I used the "find intersection with control template" from the peg / align tools menu, matched the V crossing and then converted half diamond to turnout from the template menu I was then unable to use the "make diamond crossing at intersection" function until after I restarted the program.
To replicate the issue using the included box file, start with the lower most turnout template active, selected the curved track and find intersection with control template using 1 (left column) and 3 (right column). Then ctrl-T to make the turnout.
Then make either of the other two templates active and select the other and make diamond crossing at intersection, it will fail and when you click OK it complains that the templates are tangential.
If you then copy the control to background, save all templates, quit and restart the program, reload or continue from previous it is then possible to make the diamond crossing at intersection.
This is using version 2.36a, I went to get the version number this morning and saw there was an update, so I updated and went through the process outlined above to confirm that this behaviour is still present.
